For children under 15 years old who did not yet have to carry an identity card, they often had such a tag around their neck. These had to be purchased and filled in by the parents, useful if a child runs away for example. This one is named to "Elisabeth M Konijn" from Dordrecht. A photo of Wilhelmina was later added to it, possibly an act of silent resistance. Nice item for in the collection!
